Did you perchance add a -nomemory commandline, if so, check the textfile called 'commandline' in your gtaIV and change the -availablevidmem 3.0 to 2.0. But that won't fix your lagging problem though.

This mod will change Draw Distance, Textures (Particles, shadows) & Fix low FPS. It is compatible with San Andreas Multiplayer. Tested on very low PC & Notebook (No lags, no bugs).

1. Get a clean install of GTA San Andreas v1.0 without any mods.
2. Open the game. Go to Options > Display Settings > Advanced. Turn Draw Distance to minimum. Turn off Frame Limiter. Set FX Quality to Low. Set Anti-aliasing to Off. Set Mip-mapping to Off. Reduce Screen Resoultion to 800x600x32 or 800x600x16. Then, close the game.
3. Copy sa-mp.cfg from this folder to My DocumentsGTA San Andreas User FilesSAMP folder (For Windows XP users) or DocumentsGTA San Andreas User FilesSAMP folder (For Windows Vista or Windows 7 users).
4. Copy all files from 'Fix Patch' folder to your ...Program FilesRockstar GamesGTA San Andreas main folder. Replace any files if asked.
5. Open TXD Workshop. Click Open IMG button. Navigate to your GTA San Andreasmodels folder and open gta3.img. Type tree_hipoly19.dff in search box at bottom-left of screen. Right-click tree_hipoly19.dff in the panel above search box. Choose Replace from the menu. Navigate to this folder and select tree_hipoly19.dff included in the folder. Close TXD Workshop.
6. Open TXD Workshop. Click Open IMG button. Navigate to your GTA San Andreasmodels folder and open gta3.img. Type sniper.txd in search box at bottom-left of screen. Click sniper.txd in the panel above search box. Click SNIPERcrosshair file in middle panel. Click Import button. Navigate to this folder and select SNIPERcrosshair.png included in the folder. Click Save TXD button. Close TXD Workshop.
7. Open GTAShrinkerWin.exe included in this download. Type your correct GTA San Andreas directory in box. If you typed correctly, it will display the current condition of your GTA whether it is shrinked or not. Click Shrink button to shrink your gta3.img. Wait for it to complete shrinking. Close the program when it has finished shrinking.
8. Open Game Booster. Turn off everything including explorer.exe to maximum free RAM for game.

Notes:

Gta V Lag Fix Mod

1. There's simple things you could do too to increase your fps, go to start menu, right clicking on your computer, click properties. If your on windows 7 or any newer type click advanced system settings then advanced tab or if your on windows xp and lower just go ahead and click advanced tab then under performance click settings, then check off Adjust for best performance and apply that. And to make your game better, go to your game, Alt + Tab, then Ctrl + Alt+ Del to open up task manager, go to processes, right click on gta_sa.exe and set priority to real time (if that makes your game slow, laggy, or gives you any packetloss set it back or close your game and open it again). And right click gta_sa.exe again in processes, and click set affinity, then click all cores.
2. If you have radio lag when you entered vehicle, go to ...Program FilesRockstar GamesGTA San Andreasaudiostreams Then delete or move CH, CO, CR, DS, HC, MH, MR, NJ, RE, RG, TK.
3. You can remove 'nosound' line from ...Program FilesRockstar GamesGTA San AndreasStreamSAMP.ini to hear all sounds again.
4. You can remove 'nocolfx' line from ...Program FilesRockstar GamesGTA San AndreasStreamSAMP.ini to enable collision smoke, sparks and exhaust from vehicle engines.
5. You can check the Stream Ini Extender Readme for details about all lines which can be included in StreamSAMP.ini and their respective configurations.
